Most Virtual Worlds are still empty, because it costs too much to populate them. In this paper, we explain the main challenges to simulate Inhabited Virtual Worlds. We address specific problems such as perception, social behavior, collective behavior, interaction with objects. We also present a case study in the area of health emergency for non-professional.
